fix(plasma): resolve kwalletd6 crash and session freeze

- Add default kwalletrc (/etc/xdg and ~/.config) with First Use=false
- Remove disruptive plasma-apply-lookandfeel from first-login.sh
- Ensure kwallet-pam and kwalletmanager dependencies for clean PAM auto-unlock
- Bump raveos-plasma-theme pkgrel to 3 and raveos-calamares-module to 23
